  1. Place flour, 2 teaspoons salt and 1/2 teaspoon black pepper in a large, heavy-based saucepan, then gradually whisk in 1.25 litres water until mixture is smooth. Whisk continuously over low-medium heat until mixture is very thick and glossy, then stir in parmesan. Spoon mixture into an oiled 25 x 32cm shallow tray and smooth top with a wet spatula. Using a knife, score 30 squares on to top, then press a few rosemary leaves into each square. Allow to cool.
  2. Preheat oven to 150°C. Heat 1cm oil in a large frying pan. Cut panelle following marked squares, then fry, in 3 batches, for 1 1/2 minutes each side or until golden. Drain on paper towel. Scatter generously with flaked salt and keep warm in oven.
  3. Place just washed greens in a large saucepan and cook over medium heat until wilted. Remove from pan and drain. Heat 2 tablespoons oil in same pan over medium heat, add garlic and cook for 2 minutes or until golden. Add chicory and toss to combine. Serve panelle with sauteed chicory and lemon wedges.
